Client Context & Operational Challenge
A regional government digital services initiative required standardized technology terminology in 15 Southeast Asian languages — many with no existing digital-domain vocabulary, contested orthographies, and limited numbers of qualified terminologists. Without this infrastructure, public-facing digital platforms could not be localized consistently.
Execution & Governance Model
Assembled language-specific working groups of 3–5 terminologists per language, including academic linguists and domain practitioners. Phase 1 produced candidate term sets through structured neologism creation and loan-word adaptation protocols. Phase 2 submitted candidates to broader community panels for comprehension testing and acceptance validation. Phase 3 compiled approved terms into structured terminology databases with usage notes and domain classifications.
